This is yet the best peaceful idea offered today.

These kidnappings, unrests, etc..,are doing more damage to the country than
Hurricane Jane did to Gonaives, including discouraging/stopping Tourism,
Investments to improve the people life, virtual stopping life in the Country (
business, nightlife,etc)

There are more 4 millions Haitians abroad, and more than 8.5 millions in
Haiti or more than 12.5 million total. Please note that the majority of the
people in Haiti live on less than a dollar a day, therefore it may be
unconscionable to ask those less fortunate to equally contribute, but we should ask those more fortunate to contribute more, perhaps $500, after all security is more
of concerns to them ( personal security, loss of business, etc.). The rest
of the money or part of it should be used to establish a CENTRAL BUREAU OF
INTELLIGENCE OF HAITI (CBIH). And only when we will begin to have a stable and
prosperous country.

We will need to set up rules with the help and participation of the FBI,
Interpol, PNH, UN, and the State Department and of course the Government of
Haiti. It is my understanding that a Zero tolerance law was passed in Haiti on
the faith of kidnappers/accomplices. The US already has Zero tolerance Laws  on
the book for kidnappers, therefore kidnappings of US citizen is a Federal
offence.  We will need without delay to assemble a team of legal  advisers both
national and International to advise, invoke and execute the  law.

The Haitian League has a Catastrophic Account set up already for Haiti.  This
is a catastrophe and the board should be willing to allow the use of the
account for that purpose.
