If you're talking about ciguatera, no it's not new. Fish poisoning has been 
known in Haiti for a long time. However there are many kinds of fish 
poisonning and ciguatera is just one, caused by the poison ciguatoxin. Even 
at this time, I don't tink Haitians in general worry much about it. Even 
though Haiti is on an island, the majority of the Haitian population does not 
eat that much sea fish anyway. Fish consumption is pretty much limited to the 
coast and the bigger cities. Furtermre, Haitians are somewhat averse to 
eating fish that they don't know. ( perhaps fish poisonning is the reason)
