Actually, Haiti's debt to France and Haitian debts to others are two separate 
issues.  There have been multiple campaigns for debt forgiveness in Haiti.  The 
point is that if France can't agree that it owes Haiti the money that was 
extorted not so long ago, then perhaps they would agree to forgive any current 
debt that Haiti directly owes to France.  Rather than paying back the 150 
million francs in today's dollars (which will never happen).

To miss the connection between the crippling debt payments the Haitian 
government makes every year and the under development of the Haitian economy is 
naive.
