Vishnusurf is certainly an optimist in pointing that being on the
bottom rung (of Transparency Int'l's list of least corrupt countries)
means we can't get any worse.  Unfortunately, a friend writes me, and I
quote:

     Well no, not really, things can get worse.  The fact that
     we are in a hole doesn't mean that we can't  dig the hole
     deeper.  We are last on the list but our numerical rating
     was 1.8 out of 10, which is the same as last year, we can
     always get a worse rating next year.
