I wonder if it would not be a better idea to start with the Haitian consulate 
in her area or write a letter to the haitian ambassador in Washington, and if 
no result to the  haitian representative at the UN with copy to the 
Secretary General. Dealing with the haitian police particularly from afar is 
like going on a dead end street. No one really cares even if you are in Haiti.
