In re the May letter to the editor of the NYTimes urging that Haiti's debt be 
forgiven, that was accomplished some months before.
Preval promised to put the monies towards improving security.
In today's DEVOIR, progress is reported in French.  As soon as an article 
appears in English, I'll send it to the list.
