A certain Haitian , called Laurent who has fantasies of becoming President is in Cuba talking to Che Guevara . Che asks Laurent , 'what is the first priority of government?What is the first thing would do if you were President of Haiti? " 'Education' , Laurent answers at once,'I would build schools, Commandante Guevara.To raise the awareness of the people.'

'Good answer',he said ,'but wrong.Before schools, before medcine, before anything, there must be security.Security is the pre-condition for all other advances'
