Madeleine Albright's comments on Haiti's electoral crisis, as reported in
the Boston Globe, must not go without response.  They're either callous
or contradictory.  "Horrible things were happening [in 1994]," she said,
"people had their faces ripped off, thousands were [fleeing] on rafts. 
But there is a genuine problem now."  (Implication:  a fake problem in
'94?)  After criticizing Preval for ruling by decree, Albright calls on
Aristide, who currently has no political authority, "to allow there to be
parliamentary elections, and then presidential elections."  Finally,
Albright represents a government that has linked Haiti's elections to
U.S. aid, yet she goes on in the Globe meeting to recommend "divorcing
trade policy toward China from human-rights concerns."

These remarks demand critical response directed at the State Department.
