This book provides an in-depth analysis of Haiti's underdevelopment, rooted 
in both internal and external factors. It is divided into ten chapters 
exploring the particular challenges and complexities of the economic, social 
and political environment. The last chapter is an outline of stategies for 
economic growth sustained primarily by investment from domestic savings.

The author explains why governmental efforts and international development 
assistance are not working. He argues that the rewards of industrialization 
and market reforms are oversold. The emphasis should shift to increasing 
production and productivity in agriculture and to reducing the income gap 
between rich and poor.
