8429: Re: 8411: OAS chief appoints special representative in Haiti (fwd)

From: Mark A Schuller <marky@umail.ucsb.edu>

Glad he speaks French. But is he fluent in Kreyol?

How much authority will Cuevas have? How much access to Gaviria will he
have?

Anyone know when he was ambassador to Haiti and do they have experience
with him? What is he like?
