Nassau, Bahamas, CANA - As he has done previously, Haiti's President,
Jean Bertrand Aristide, was the last to arrive for the CARICOM Summit in
The Bahamas, and the first head of government to leave early. He arrived
on Wednesday evening, a day after the official start of the 22nd CARICOM
meeting in The Bahamas, and joined heads of government the following day
for a retreat in Grand Bahama, some 150 miles away from the summit venue
in Nassau.

At the retreat of heads of delegation, hosted by new CARICOM chairman,
Prime Minister Hubert Ingraham, the ongoing crisis over democratic
governance
occupied a "significant portion of time", according to official sources.
