You are so right on rule of law. I posted a reply to Michael 
Diebert describing my 3 months in Gonaives---vigilance brigades were 
fantastic for a while--then the thugs figured out how to organize
themselves 
into "vigilance brigades" and assault people under that appearance... and
who 
was going to say which were the "real" vigilance brigades, and who were
the 
"real" zenglendos?
