In Haiti, confusion reigns. Duvalierists have been placed in key posts of the Lavalas
government and the Electoral Council (CEP). The investigation into the assassination of
Jean Dominique continues to provoke peculiar reactions from officials like Justice
Minister Gary Lissade and Senator Dany Toussaint. Washington and the Convergence are
dragging out the political crisis and are maintaining a de facto embargo against the
country. Former soldiers and macoutes are organizing and launching attacks. The Dominican
Republic has offered them protection and has even deployed its own soldiers on Haitian
soil.

What are the true roots of this crisis? How can Haiti get out of this political and
economic morass?  What effect will the Sept. 11 terrorist attacks on the World Trade
Center and Pentagon have on the situation? Where are we now, and where are we going?
