a1202: The March 5th 2002 accord between the government of Haiti and the OAS (fwd)

The March 5th 2002 accord between the government of Haiti and the OAS signed
by the Haitian foreign minister Joseph Philippe Antonio and the OAS
assistant secretary general ambassador Luigi Einaudi has a constitutional
conflict. Article 165 of the Haitian Constitution is written as follow: « En
cas de démission du Premier Ministre, le Gouvernement reste en place jusqu'à
la nomination de son successeur pour expédier les affaires courantes. »
Translation : “In case of  the prime minister’s resignation, the government
remains in place until the nomination of his successor, to expedite the
current affaires.”  In other words while the government is waiting for the
nomination of the prime minister’s successor, none of its members are
authorized to engage the government in any new accord or new contract.
Please, if in the Corbett list, there is a constitutional lawyer, familiar
with the Haitian Constitution; I would like to have his or her opinion on
that matter.
