Dear Paul--When I visited the Wynne farm in Kenscoff, Jane Wynne, who had
done
some local inquiry into the main consumers of charcoal, found that it was
not
actually the small users (peasants, individual households) but
institutions
like bakeries, etc. that used the largest amounts of charcoal. I'm not
arguing
with you about the crushing poverty of Haiti that forces people to despoil
the
land, but just restating what Jane told me was the case in Kenscoff... I
think
there are probably many ways of approaching the issue and I surely wish
the
government would make a stab at some of them. --nancy laleau
