19260: Sylvain: France's Renewed Interest in Haiti (fwd)

Without trying to be too tipsy with the hope that France’s willingness to
participate in Haiti’s “Nation Building” could be Haiti’s best hope outside of
a solid auto-bootstrapping national policy by Haitian nationals.


France, although another Imperial and a former colonist power, would better
serve Haiti than the U.S. for several reasons:

1-     Haiti’s polity and institutions are somewhat closer align to the French
Model

2-     Haiti would help France gain a better political/economical presence in
the region outside of its two “commonwealth” islands.

3-     The Debt owed to Haiti would be better repaid by doing serious
institutional and infrastructural building than to outwardly giving the money
to a corrupted government like that of Aristide’s.

4-     If France were to seriously implement positive structural changes in
Haiti and helping in its revival, then France could begin clearing its
conscience from all the suffering it had caused Haiti. And Perhaps Haiti could
become a model for the colonial powers who maybe going through a
“slavery-guilt-tripping” episode.

5-     Lastly, France has recently shown itself to be less hypocritical than
the U.S.



I just hope that 2004 will be Haiti’s rebirth after 200 years of convulsing in
the womb of statehood.
