Let me be the first to say that this is a horrible idea. Haiti needs a
unified police force, not a national guard. Perhaps a narcotics specialized  force
and border/coast guard, but since these guys are all mixed up in those  kinds
of crimes, it shouldn't be them. The issue should be solved  by employment for
these men, confiscation of arms and jail for the  leadership (if criminally
convicted which it sounds many were or could be based  on recent acts).
