I'm a skeptic-

The corporate game plan may run something like this unless the Haitian
people, CARICOM, a great segement of the American public and their
legislators get involved.

US donor corporations get tax write-offs and are welcomed as members of the
board directing the "we'll fix (fill in the name of the affected country)"
so they can award each other contracts.  Uh-oh, looks like the cost of the
infrastructure repair contracts will exceed the amount of the donations.
Not to worry, the difference will made up with tax dollars which will flow
to the corporations/contractors and elite who designed the program for that
purpose.

(and... Operation Iraqi Freedom was never about enriching Halliburton...?)

Although contract supervision and administration will account for much of
the cost, the good news is that the work will be labor-intensive to provide
lots of jobs. (Low-paying by US standards, but very adequate by Haitian
standards.)
