Severe states "If I understand the NCHR/Latortue position it is that Neptune
was PM and on the scene in the days leading up to the 'massacre' and thus
should be held responsible fo any killings there."



I would like to clarify that NCHR-Haiti and the New York-based National
Coalition for Haitian Rights (NCHR) are two separate organizations, and
positions expressed by NCHR-Haiti do not represent those held by NCHR, and
vice-versa. For more information on NCHR's position on Neptune/Haitian Justice

Initially established as a field office of the NCHR in 1992, NCHR-Haiti has
functioned independently for several years, raising its own funds as well as
setting its own agenda and governance structure.  NCHR's executive director,
Mr. Jocelyn McCalla stated recently "We hope that in the near future NCHR-
Haiti will adopt a new name that more accurately reflects its standing and
mission in Haitian society."
