Having been part of a successful (at first) economic development project in 
Haiti, which was squashed by the govt in place, I think that no matter what 
project(s) are undertaken in Haiti, great attention needs to be paid to what 
the government will do.  So far, "for the people" is running a minus balance, 
while every president and cohorts leave office much enriched.  Kathleen
